It treats wastewater generated in the northern part of bloomington monroe county serving the area north of 11th street and the smith avenue lift station. The plant has a design capacity of 15 million gallons daily and a peak hydraulic capacity in excess of 30 million gallons daily.

In summer 2018 cbu found more mercury in a different part of the building. As a result bloomington had a long history of water shortages especially in dry seasons.
